		<description>Those stays do seem pretty easy to get, from what I've seen. KHRA (now KHRC...) let Biancone continue through the Keeneland meet after the cobra venom incident! 
It all goes back to the Due Process concerns. If the trainer is going to go through the whole administrative appeals process, they can't take his property (trainer's license) without stepping on Constitutional toes. Or they're afraid to. But then I start to wonder what the hold-up is in going ahead and hearing the appeal. Is it money constraints? Time? Are these commissions caught up in too many other things? Is it all political? Maybe the fact that they grant the stays is that they simply don't want to deal with the appeals. It's frustrating, though. I honestly don't know enough about IL or PA rules to contribute anything useful!</description>
